Default D2 filling VO tank

It seems that no matter if green light on or not D2 is being returned to my VO tank and overflowing. My suspects are bad PS and or 3 way valve. I have had an issue of when the VO filter gets close to plugging I will burn D2 even when light is on but this is the first time I have noticed D2 returning to VO tank.

Am I on the right track? Where is the 3 way valve located?? Anything else I should be checking/doing?

If it is bad PS I do not have a replacement. I did order one for a spare but only 2 days ago. Guess I should have ordered 1 sooner.
