Question the oil... it's ALIVE!

Ok, so I'm skimping on getting a centrifuge for now until I've got my Waste Vegetable Oil kit paid off.
Instead, I've opted to passively settle the WVO as shown here:

Some of my 5 gallon carboys are about 7 months old and have started to grow what appears to be bacteria (white spherical blobs all around the inside) & others seem to be growing mold (dark brown/black stains on the inner walls of the cubbies).
1. Can I filter this "living" WVO and be alright?
2. Do I need to add some kind of biocide to be able to run this "living" WVO safely?
2-b. If so, what kind & where can I get it?

I didn't read the link.

... but, VO is a biocide. Bacteria cannot grow in it. Bacteria CAN grow in water in the oil. Try removing the junk that settles out as soon as it accumulates.

youre risking it. Spend the money now because the miles start to add up real fast. I spend 3,000$ on new injectors 4 months ago and it takes 14,000 miles to "pay" them off. Well I have 9,000 miles left to go. The miles add up fast when stopping at a gas station isnt on your agenda.
