After the fuel filter does the fuel flow to the FPR? Perhaps this is what is clogged.
After the filter it flows to a tee then straight into the check valves on the heads.

Does the FASS run and then becomes labored or sounds like it's straining to turn? If so, it could be your FPR.

Change the filter to eliminate that as a problem.

Hard to diagnose when you're not there.

Filter is changed. Im getting 11psi. It does sound like its running then strains. Is it possible to clean the fpr? Anyone have instructions to do so?

Edit: I just reread your original post. On the aluminum veggie fuel tank there's a return line. Clamp that return line and see what your fuel pressure is. It should be a lot higher then 11psi because the fuel has 2 places to go after the filter. 1 is the engine and 2 is the tank. If you block the tank return the engine cant use as the fuel fast enough so it will raise your pressure.

I agree. That is a good test. Also I'm assuming when you take out your pre-screen the oil is Flowing freely to that point ? the line is completely clear? . From the tank to the V3 .
