It turns out there is a check ball down in the hot side nipple (where we fill). I assume this is an energy saving mechanism to keep the heat from bleeding out to the supply lines continuously.

They're really expensive, but McMaster has some temp gauges that have 3' stems. Could be screwed into the capped fitting on top of the heater. Part #3949K42 - but it's about $100.
